Time gained for municipalities and green contractors: new date end of 2026

The European Union is once again postponing the enforcement of the European Deforestation Regulation (EUDR). The Council of the EU has agreed to a later start date and a simplification of the rules. This is intended to give companies and public authorities more time to prepare for implementation.

Enforcement of the EUDR will now start on 30 December 2026. This is one year later than previously planned. For municipalities and green contractors, this means additional preparation time for procurement, tendering and contract management of products such as timber and other raw materials that fall under the regulation.

Less paperwork

In addition to the postponement, the so-called due diligence obligations are being adjusted. The European Commission aims to reduce administrative burdens without abandoning the objective of the regulation. That objective remains: preventing deforestation and forest degradation in international supply chains.
For parties active in public space management, this may mean that checks and documentation can be organised more simply, especially for repeated or low-risk deliveries.

Printed matter outside scope

Products with a low risk of deforestation, such as books and newspapers, no longer fall under the EUDR. This mainly affects printed matter and not directly green management, but it shows that the EU wants to apply the rules in a more targeted way.

Extra attention for smaller parties

By 30 April 2026 at the latest, the European Commission must carry out an evaluation of the feasibility and administrative impact of the EUDR. Special attention will be given to smaller companies. This is relevant for SME contractors and local suppliers that municipalities often work with.
The amended rules were published in the Official Journal of the EU and entered into force on 26 December 2025.
